I would like to know exactly where i can change the setting for incremental-force-save-always, so that I can get the latest transaction changes when I refresh the tables using Power BI.

The driver settings can be changed with the connection string on a data container. On Invantive Cloud the connection string can be found with the data container on the database and on on-premises this can be found as connectionString=... in settings*.xml.
